Who receives the money from charging for a service?

With respect to who receives what, anything generated by property use clearly belongs to the congregation. If money is given as a payment for services, that should also go to the congregation, since the congregation is already paying the pastor for, among other things, the performance of those services. 

 If, on the other hand, a couple gives the pastor a gift out of gratitude for his support and love, the case is not as clear. Members, for instance, would normally expect the pastor to retain such a gift, since they would not expect to be paying for the services anyway.  I suggest that you have a conversation with your pastor about what happens with non-members’ gifts. There are arguments both ways, but in most congregations the pastor is one of the biggest regular givers, and it is inappropriate to have an ungenerous attitude towards him.
